1. Analysis of strategic and planning documents related to energy and climate together with energy and climate planning and management modes

As part of activity 3 – State-of-art analysis of best practices in strategic planning, the project partners prepared analyses of strategic and planning documents related to energy and climate together with energy and climate planning and management modes in order to determine the current situation and the way in which project partners countries participate in the implementation of national energy and climate policy and to identify areas for progress towards achieving the European energy and climate goals. Based on developed analyses of both project partners one Joint analysis of gathered strategic documents (Joint state-of-art analysis of the present practices of sustainable energy planning and management and climate change mitigation) was also developed. The joint analysis in addition to overview of gathered strategic documents and regulations includes the overview of financial possibilitiesand their results in HU-HR cross-border area with examples of energy refurbished public buildings in Medjimurje and Zala counties.

2. Public call for local government units for Sustainable Energy and Climate Action Plan development

In order for the project partners to select 2 local government units (1 in Medjimurje County and 1 in Zala County), two public calls have been published where local government units interested in development of Sustainable Energy and Climate Action Plan can apply in order to participate in the selection process. Public calls were published in Croatian and Hungarian language.

3. Joint methodology on strategic planning

Project partners developed Joint methodology on strategic planning with the technical, professional and advisory assistance of experts in the field of strategic planning (Ivan Plačko, Technology and Innovation Center Medjimurje Ltd.). The joint methodology for strategic planning is considered to be a tool which will help local and regional government units in setting the basis for defining and implementing an effective energy and climate planning process in their administrative area and will be used as supporting material during development of strategic and planning documents and other relevant strategies and implementation programs in their administrative area.

4. Sustainable Energy and Climate Action Plans

Covenant of Mayors for Climate and Energy is the world’s largest movement of cities and municipalities focused on local activities that affect climate change and energy. Today, it brings together more than 9,000 local and regional government units in 57 countries, taking advantage of a movement that unites many stakeholders around the world and methodological and technical support provided by the relevant offices. The signatories of the Covenant of Mayors for Climate and Energy are obliged to develop and adopt Sustainable Energy Action Plans (SECAP). SECAP is a strategic document which, based on the current state of energy consumption, defines energy efficiency measures, the use of renewable energy sources and climate change mitigation measures which implementation will result in a GHG emissions reduction by at least 55% by 2030. Within the project, two SECAPs were developed, one for Town Lenti in Hungary and the other for Town Mursko Središće in Croatia.

5. Analysis of best practice examples in energy refurbishment and RES usage, climate change mitigation with the overview of similarities and differences between two states

Project partners collected and analyzed examples of national and international best practices related to energy refurbishment of buildings, the use of renewable energy sources and climate change mitigation actions. The aim of these best practices is to inspire others and to serve as good examples to implement similar activities in HU-HR cross-border region. Each project partner developed separate analysis of best practice examples, while at the project level a joint analysis was developed. Project partners identified and analysed a total of 19 examples of best practices.

6. Guidelines for local and regional authorities regarding energy and climate planning and management

Project partners developed guidelines for local and regional authorities which main goal is to provide guidance on how to develop energy and climate plans and establish a quality energy and climate planning process at local and regional level. These guidelines are quality tool which will help policy makers ensure that plans are comprehensive, strategic and practical and that they reflect the unique energy needs and economic opportunities in relevant administrative area.

7. Project leaflet

The SEPlaM-CC project partners have officially released the project leaflet. The leaflet offers a snapshot of the project’s background, the main goal of the project, and the expected results of the project. Besides, all the general information about the project, like the list of project partners, the duration and budget of the project, and of course the links to the project webpage is included too. The leaflet is an important addition to promotional materials created so far in the framework of the project.
